El Registro Electoral Preliminar para las elecciones parlamentarias del 6 de diciembre establece en 19.504.106 la cantidad de ciudadanos habilitados para sufragar. En el RE también se incluyen a 101.260 venezolanos inscritos para sufragar en el exterior y 225.358 extranjeros residenciados en el país que no podrán votar en los comicios parlamentarios.

En el análisis del RE Preliminar se identifica la exclusión, entre diciembre de 2013 y el 8 de julio de 2015, de 223.970 personas. Los estados de donde se excluyeron mas electores fueron Zulia (30.081 excluidos), Distrito Capital (27.146), Miranda (23.096) y Carabobo (20.936).

En el caso de los nuevos inscritos, en comparación al RE utilizado en las últimas elecciones, se identifican 887.278 nuevos votantes. Al inicio del año 2015 se identificaban a 1.899.910 menores de 25 años fuera del padrón de votantes, lo que implica que para los comicios parlamentarios dejaron de inscribirse, aproximadamente, un millón de electores.

Nuevos centros

En el corte preliminar del RE se identifican  1.139 nuevos centros de votación, en ellos están inscritos para sufragar 455.392 electores; de éstos 58.741 son nuevos votantes.

Según el análisis realizado por técnicos electorales de la oposición en el RE Preliminar se identifican 1.241.899 personas cambiaron de centro para los comicios del 6 de diciembre. Los cambios pueden resumirse de la siguiente manera:

Reubicados dentro de la misma parroquia: 484.414

Reubicados en distintas parroquias del mismo municipio: 176.524

Reubicados dentro del municipio: 238.666

Reunicados entre estados: 337.519

El análisis indica que en los últimos 19 meses apenas 2.342 venezolanos cambiaron su centro de votación al exterior, mientras 2,205 ciudadanos regrasarán a votar a venezuela para el 6 de diciembre.

19,504,106 Venezuelan eligible to vote in December 6 elections

The preliminary Electoral Register (Registro Electoral Preliminar, RE) for the December 6 parliamentary elections has placed  the number of citizens entitled to vote at 19,504,106. The RE also includes 101,260 Venezuelans registered to vote from abroad and 225,358 foreigners residing in the country who are not eligible to vote in the parliamentary elections.
Analysis of the preliminary RE identified the exclusion of 223,970 people, between December 2013 and July 8, 2015. The states from which most voters were excluded were Zulia (30,081 excluded), District Capital (27,146), Miranda (23,096) and Carabobo (20,936).
In the case of newly registered voters, when compared to the RE used in the last election, 887,278 new voters are identified. At the beginning of 2015, 1,899,910 people under 25 years old were identified as not included in the electoral register, meaning that approximately one million voters failed to enroll for the parliamentary elections.

New centers

The preliminary cut of the RE identifies 1,139 new voting centers, at which there are 455,392 registered voters ; of these, 58,741 are new voters.
According to the analysis carried out by the opposition´s technical experts, the preliminary RE identifies 1,241,899 people as having changed centers for the December 6 elections. The changes can be summarized as follows:
Relocated within the same parish: 484,414
Relocated to different parishes in the same municipality: 176,524
Relocated within the municipality: 238,666
Relocated between states: 337,519

The analysis indicates that in the last 19 months only 2,342 Venezuelans changed their polling station to a station abroad, while 2,205 will come back to Venezuela to vote on December 6 .
